Pharmacists can give most recommended vaccines to adults 18 and older under state protocols. For flu and COVID‑19, pharmacists can vaccinate people age 5 and up. Trained pharmacy technicians can vaccinate under a pharmacist’s supervision (18+; 5+ for flu and COVID‑19) and only with a prescription, standing order, or approved protocol. The Commissioner can issue standing orders so you do not need an individual prescription. Providers who follow the state recommendations are protected from lawsuits, except for gross negligence, recklessness, or intentional misconduct. These rules take effect March 24, 2026 and run through July 1, 2031.
Beginning March 24, 2026, the Health Department provides recommended vaccines at no charge when you get them. Group health plans cannot add copays, coinsurance, or deductibles for vaccines that ACIP recommends for you. This no‑cost coverage for ACIP‑recommended vaccines remains in place through July 1, 2031.
Health insurers pay the Department for vaccine costs and an administrative surcharge. A funding advisory committee reports yearly per‑member cost estimates and recommends the annual assessment by January 1. The Commissioner sets payment amounts and may adopt rules for payments, surcharges, and the special fund used only to run the program. These funding and rulemaking powers take effect March 24, 2026.
The Commissioner publishes Vermont’s recommended vaccine schedules for children and adults starting March 24, 2026. The Health Department posts clear information online about recommended shots and how to get them, and notes if the Commissioner and the advisory council disagree. The Immunization Advisory Council’s membership and voting rules are updated, and it must meet at least once a year. These recommendation and transparency provisions end July 1, 2031.
The Commissioner can discontinue the state vaccine program if federal buying rules no longer support universal access, after consulting the funding advisory committee and giving six months’ notice to providers and insurers. The law section that authorizes the Commissioner’s vaccine recommendations is repealed on July 1, 2031.
