Lower community service for second DUI
Beginning June 12, 2025, a second offense under 23 V.S.A. § 1201 requires at least 80 hours of community service. Fines up to $1,500 and up to two years in jail still apply.
Free family support for incarcerated parents
Beginning June 12, 2025, the Department of Corrections provides free parenting and family support at every prison for all parents and guardians. Services are trauma‑informed and can be run through nonprofit partners. The program starts first at Chittenden Regional and Northern State facilities. The Department reports each year by July 1 on funding, participation, and results.
Legislature sets number of Superior judges
Beginning June 12, 2025, the General Assembly sets how many Superior judges there are. Judges still serve six‑year terms that start April 1, and vacancy appointments follow existing rules.
New process for courthouse funding requests
Beginning July 1, 2026, counties must file courthouse capital requests with the Court Administrator by October 1 each year. The Administrator reviews them, advises whether to include them in the Judiciary’s capital budget, and by January 15 reports requests and recommendations to legislative committees.
Statewide adult court diversion program
Beginning July 2, 2025, the Attorney General runs a statewide adult court diversion program. Prosecutors can refer people before or after arraignment and must notify the program and court in writing. Post‑charge programs that get AG funding may only take people who are charged and found probable cause, and not yet adjudicated. State’s Attorneys set eligibility rules and keep final say on referrals.
Stronger youth tobacco enforcement and penalties
Beginning June 12, 2025, the Judicial Bureau handles under‑21 tobacco possession and procurement cases. A person under 21 who uses false ID to buy tobacco faces a civil penalty up to $50, up to 10 hours of community service, or both. Police may void or amend a complaint they issued, including at a hearing, unless another law says otherwise.
Less online access to court records
Beginning June 12, 2025, criminal, family, and probate case records are not available to the public on the internet. Criminal justice agencies may get online access for criminal justice purposes. Licensed Vermont attorneys in good standing get online access to nonconfidential records.
