Workforce programs get new leaders and data

Beginning July 1, 2025, the Commissioner of Labor and the Executive Director lead Vermont’s workforce training system. The Department of Labor is the State Workforce Agency for the federal Workforce Innovation and Opportunity Act. State‑funded training programs must report their results on a schedule set by the Commissioner. Program administrators must, when allowed by federal law, collect and report individual data by Social Security number or an equivalent ID. The Executive Director issues a full workforce report every two years by December 1. If you are in a State‑funded training program, these reporting and data rules apply to you.

More advising for small businesses

Beginning July 1, 2025, the State provides a one‑time $200,000 grant to the Vermont Professionals of Color Network to help BIPOC businesses with training, technical help, resource navigation, and networking. It also provides a one‑time $150,000 grant to the Vermont Small Business Development Center for advising and workshops to start, buy, and grow businesses. Both grants come from the FY2026 Department of Economic Development budget.

Ireland trade commission and export funding

Starting July 1, 2025, the State gives $150,000 one time to the International Business Office to support export and trade work from the FY2026 budget. Beginning July 1, 2026, Vermont creates a seven‑member Vermont‑Ireland Trade Commission in the State Treasurer’s office to promote trade and investment with Ireland. Initial appointments must be finished by October 1, 2026. The Commission reports within a year and then every December 1, can accept donations, and members are unpaid. The Commission ends June 30, 2030.

Study group on convention center

Beginning June 12, 2025, the State creates a task force to study building a convention center and performance venue. It reviews State support options like appropriations, bonding, and tax tools, plus needed infrastructure, operations, and expected economic return. The first meeting is by July 15, 2025, and the group meets no more than six times. An interim report is due November 1, 2025, and a final report November 1, 2026. Members may get per diem and expenses for up to six meetings. The task force ends December 1, 2026.
