Medicaid covers residential addiction care

Beginning July 1, 2025, Vermont Medicaid covers medically necessary residential treatment for substance use disorder when you also have a mental health condition. Coverage includes both high‑intensity, medically monitored care and low‑intensity, clinically managed care. The full length of stay your clinician prescribes is covered. The prescription must come from a clinician who works for a residential program that takes Vermont Medicaid and is acting within their license. Decisions and payments follow current best practices for each level of care.

Jail ban ends for incapacitated people

As of July 1, 2025, the state repeals the 2019 rule that barred jailing incapacitated people in Department of Corrections facilities. With that ban removed, Corrections may detain some incapacitated people under other laws or policies.

Chittenden service expansion for incapacitated people

Beginning July 1, 2025, the Health and Mental Health Departments prioritize expanding services for incapacitated people in Chittenden County. They must brief the Legislature by February 15, 2026 on what they have done. People in Chittenden may get access to these services sooner than other areas.
