Medicaid covers certified doula support
Vermont Medicaid covers services from certified doulas during pregnancy, labor and delivery, and postpartum. It pays for emotional and physical support and education. It does not pay for travel time or mileage. Doulas must be State certified to get paid. Coverage begins on the later of July 1, 2026 or when CMS approves the state plan amendment, which the state must request by July 1, 2026.
New state certification for doulas
Vermont creates a State certification for community-based perinatal doulas. Starting July 1, 2026, the Office of Professional Regulation runs the program and keeps a public registry. Applicants must be at least 18, show required skills, and pass any criminal or registry checks; the Office can check backgrounds starting June 9, 2025. You renew every two years and meet continuing education or competency rules. Fees are $75 to apply and $120 at each two-year renewal. Only certified doulas may use the title “State certified community-based perinatal doula”; others may still offer doula services but face penalties if they misuse the title.
