For claims tied to DOT infrastructure contracts or contracts with the Department of Administration or UW Regents under s. 16.855, the claims board must decide within six months of referral. This speeds dispute resolution for contractors and suppliers.
Each year, the state gives equal grants to every county that hosts a federally recognized tribal headquarters. The state also provides up to $60,000 each year to the Oneida Nation to run intergovernmental training open to all tribal governments.
The law creates a film office in the Department of Tourism. The Secretary of Tourism appoints the director. Starting in 2027, the Legislative Audit Bureau reviews the program that accredits productions every two years under the tax rules named in the law.
The state authorizes up to $10 million to help build and equip a new eye institute in Wauwatosa. Before any state money is committed, the Medical College of Wisconsin must secure at least $31,599,000 from nonstate sources. If the facility is not used as an eye institute, the state keeps an ownership interest equal to its grant.
The state funds construction by nonstate groups that serve a statewide public purpose. A city, village, or town must apply for the group. Applicants must show at least 50% of total project cost from nonstate money before review. Total grants across the program cannot exceed $50 million. The Department of Administration reviews and approves plans but does not hire contractors. If the space later is not used for the statewide purpose, the state keeps an ownership stake equal to its grant.
The Legislative Audit Bureau now audits the University of Wisconsin System every year. Each audit reviews UW’s finances and checks compliance with s. 36.11(3)(b). Audit reports are filed with the officials named in the law.
On December 30, 2025, and every December 30 after, $2.4512 million moves from the local government fund to the transportation fund. Starting June 30, 2026, the state also transfers each year up to $6 million of certain lapsed general fund money to the transportation fund.
The cost level that triggers the qualifications‑based selection for architects and engineers rises from $7.4 million to $15 million. The new $15 million threshold starts July 1, 2025 (FY 2025–26). Fewer mid‑size projects need that selection process.
The state can make one or more grants to WisconsinEye to start an endowment if the finance committee approves. Payments require a dollar‑for‑dollar nonstate match, up to $10 million. WisconsinEye must raise the matching money before the state pays, and no later than June 1, 2025.
The Department of Workforce Development now handles the workers’ compensation fee schedule tasks listed in s. 102.423(3)(am). This changes who administers the fee schedule for medical billing in workers’ comp cases.
