The Secretary of Defense must give excess DoD personal property to a firefighting agency in a State when the items can be used for fire or emergency medical services, like protective gear or monitors. The items must come from existing DoD stocks, be accepted as-is and where-is, not use DoD procurement funds, and the agency must cover costs after the transfer. "State" includes the District of Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, and any U.S. territory or possession. "Firefighting agency" means volunteer, paid, or combined departments. The Secretary may make the transfer free of charge.
