Allows a military department Secretary to give the American National Red Cross a revocable license to build or use buildings on military bases to store supplies. Even if other laws would otherwise limit it, the Secretary of Defense or a military department Secretary may not stop a qualifying military facility from being used as an official polling place for local, State, or Federal elections. A qualifying facility is one that, as of December 31, 2000, was named an official polling place by a State or local official or has been used as a polling place since January 1, 1996. The Secretary can ban use of a particular site if local security conditions require it. When the Secretary of Veterans Affairs certifies them, accredited, paid, full‑time representatives of the groups named in 38 U.S.C. 5902, or other groups the VA recognizes, must be allowed to work on installations where people are discharged or released from active duty. The base commander must let those representatives use available space and equipment, as long as military security rules are followed.
