The Department of Defense can use its operation and maintenance money to pay certain claims it is allowed to pay, but not claims tied to civilian duties. This covers damage claims from training contracts with carriers and refunds the Secretary finds were wrongly taken from DoD military or civilian personnel, or from States, territories, the District of Columbia, or their National Guard members.
