Each military service secretary can run a program that lets regular members, Space Force members, and those on Active Guard and Reserve step off active duty for personal or job reasons and come back later. If a member finishes a detail under section 2004c, the secretary must inactivate that person for however long is needed so they can do religious ministry required to become a military chaplain. The time away is set in a written agreement and can’t be longer than three years. While away, the member must join the Ready Reserve (or accept release from sustained duty to a Space Force active status), do required inactive training so they keep needed skills and fitness, and promise to serve one month on active duty for each month they were away. The Department of Defense will make rules about the agreement and training. The service secretary can also order a participant back to active duty if needed. Pay while away is basic pay equal to two-thirtieths of the monthly active-duty pay the member would get at the start of the program. Special or incentive pay or bonuses stop while the member is away, but the time away won’t count as failing to meet any bonus service requirement. When the member returns, previously active special-pay agreements are generally restarted for the remaining term unless the pay is no longer authorized by law or the member is not eligible at return. The program pays moving travel to one U.S. residence and back. Leave balance up to 60 days may be carried forward. Time in the program does not count toward eligibility for retirement or transfer to the Ready Reserve under chapters 571 or 1223, or toward retired/retainer pay under chapter 71 or 1223. Officers and enlisted members have limits on promotion eligibility while in the program, and rank dates are adjusted on return. While participating, members are treated like they are on active duty for more than 30 days for medical, disability, death benefits, survivor travel for burial, and certain VA benefits.
