The Secretary of the Army must send a written notice to the congressional defense committees before announcing or carrying out any significant change to Army force structure. The notice must say why the change is planned, describe what will change and when, explain how it will affect operations, and give the estimated cost. The only exception is if the Secretary of Defense tells those committees in advance that the change must happen immediately for military urgency. A “significant change” means one of three things: (1) changing the number, type, or component of brigade-level units or higher headquarters; (2) changing the number or component of theater-level capabilities, like a multi-domain task force, Terminal High Altitude Area Defense, long range fires unit, or a theater headquarters; or (3) activating or inactivating, permanently or temporarily, an experimental unit or a brigade-size or larger task force.
