The Secretary of the Army can hire as many civilian professors, instructors, and lecturers at the Academy as needed. The Secretary sets their pay. The Secretary can also set their work schedules, including specific hours and duty tours, and decide any extra pay or compensatory time for work beyond the regular schedule, even if other federal pay rules would normally apply.
