After the National Defense Authorization Act for Fiscal Year 2024 took effect, the Secretary of the Navy may run a program that places naval personnel from NATO countries with U.S. commands to help develop and standardize submarine safety and rescue systems and procedures. It is not an exchange, so the United States does not have to send its sailors abroad in return. The United States generally will not pay a foreign member’s salary, per diem, cost‑of‑living, travel, language or other training, or other costs. It may pay for temporary duty ordered by the Navy, for orientation or certification training needed for the job, and for use of Navy facilities. The Secretary of the Navy may set rules and enter agreements with foreign governments, but the Secretary of State must agree.
