The Commandant must send an "integrated major acquisition mission need statement" to the House Committee on Transportation and Infrastructure and the Senate Committee on Commerce, Science, and Transportation on the day the President files the fiscal year 2019 budget and then every 4 years after that. Definitions: "integrated major acquisition mission need statement" — a document that shows current and future gaps in Coast Guard capabilities using mission hour targets, explains how each major acquisition program would fill those gaps if funded as in the latest capital investment plan, and lists which missions the Coast Guard cannot do by fiscal year for each gap. "major acquisition program" — defined in section 5103. "capital investment plan" — the plan required under section 5102(a)(1).
