Allows Congress to provide money to carry out this chapter, but not for paying claims under section 2210. For the fiscal year ending September 30, 1980, up to $25,210,000 may be provided, including $4,781,000 for programs from the Administrator’s report; $9,430,000 for the National Academy for Fire Prevention and Control; $307,000 for required salary and benefit adjustments; $500,000 for extra rural firefighting help; $500,000 for the study under section 2222; and $110,000 for the study under section 2223. Up to $600,000 may be provided for extra FEMA administrative costs tied to Reorganization Plan No. 3 of 1978 for that same fiscal year. For the fiscal year ending September 30, 1981, up to $23,814,000 may be provided, including at least $1,100,000 for the first year of a three-year demonstration in two high-fire-death States, at least $2,575,000 for rural fire prevention, and at least $4,255,000 for research at the Fire Research Center (of which at least $250,000 is for salary and benefit adjustments). For the fiscal years ending September 30, 1982 and September 30, 1983, up to $20,815,000 and $23,312,800 may be provided respectively; these amounts include additional research support, $654,000 for FEMA executive direction in 1982 and $732,480 in 1983, and any needed salary and benefit adjustment amounts. For the fiscal years ending September 30, 1984 and September 30, 1985, up to $15,720,000 and $20,983,000 may be provided respectively, plus needed salary and benefit adjustments. For the fiscal years ending September 30, 1986 and September 30, 1987, up to $22,037,000 and $18,300,000 may be provided respectively. For later years, specific yearly amounts are set. For fiscal year 2005, $63,000,000 is authorized (of which $2,266,000 is for section 2207(f)); for 2006 $64,850,000 ($2,334,000 for section 2207(f)); for 2007 $66,796,000 ($2,404,000); for 2008 $68,800,000 ($2,476,000); for 2009 $70,000,000 ($2,520,000); for 2010 $72,100,000 ($2,595,600); for 2011 $74,263,000 ($2,673,468). For each of fiscal years 2012 through 2023, $76,490,890 is authorized each year (with $2,753,672 each year for section 2207(f)). For each of fiscal years 2024 through 2028, $95,000,000 is authorized each year (with $3,420,000 each year for section 2207(f)). Of these amounts, no more than $4,150,000 may be used in any one year for National Emergency Training Center site administration. In addition, extra amounts are authorized for mid-1990s arson work: $500,000 for fiscal year 1995 for basic research on an advanced arson-prevention course; $2,000,000 for fiscal year 1996 to expand arson investigator training; $4,000,000 for each of fiscal years 1995 and 1996 to carry out section 2221 (not including salaries and expenses); and $250,000 for each of fiscal years 1995 and 1996 for salaries and expenses to carry out section 2221.
