The Secretary of Energy must provide contract money to start, keep going, expand, and run the research, development, and demonstration work needed for the project. The Secretary can contract with other federal agencies, labs, schools, nonprofits, companies, public or private groups, partnerships, or individuals. The Secretary must work with the Departments of Transportation and Agriculture, NASA, the EPA, and other federal agencies, and set up regular talks with scientists, industry, and other experts on electric and hybrid vehicles. Contracts must follow rules the Secretary sets and funding applications must be written as required. The Secretary may ignore section 6101 of title 41 when making these contracts. For vehicle demonstrations, the Secretary can buy, lease, or arrange use of vehicles using contracts or other federal help allowed by the Energy Reorganization Act of 1974 and the Federal Nonnuclear Energy Research and Development Act of 1974. The Secretary must try to share costs with others whenever practical, and for the first 2 years may make procurement or lease contracts without following chapter 83 of title 41.
