Defines the key words used in the chapter. Consumer education means efforts to inform people about eating fish and fish products. Council means a seafood promotional council. Fish means finfish, mollusks, crustaceans, and other water animals people eat, but not marine mammals or seabirds. Fund means the Fisheries Promotional Fund. Harvester means someone who catches or grows fish to sell. Importer means a person or business that brings fish or fish products into the United States for business or acts as an agent, broker, or consignee for foreign sellers. Marketer means someone who sells fish wholesale, retail, or in restaurants but does not mainly process or package them. Marketing and promotion means activities to encourage eating fish or to grow or keep markets. Member means a person who serves on a council. National Council means the National Fish and Seafood Promotional Council. Person means any individual, business, or organization formed under U.S. or state law. Processor means someone who prepares or packages fish for sale. Receiver means an owner of fish-processing vessels or a buyer who gets fish directly from harvesters. Research means studies to improve the image, use, market, production, or quality of fish and fish products. Sector means one of six groups: harvesters, importers, marketers, processors, receivers, or the consumer information group. Secretary means the Secretary of Commerce or the Secretary’s designee. United States includes the States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and any other U.S. territory, possession, or commonwealth.
