After the peace memorial is set up under section 433a, the Secretary of the Interior can accept gifts of land, parts of land, buildings, structures, other property, and money to expand and improve the memorial. The Secretary must be satisfied with the legal title to any land. He can use donated funds to buy needed land at prices he finds reasonable, or, if it cannot be bought, acquire it by condemnation under section 3113 of title 40. The Secretary may also buy, with appropriated funds, up to four acres of land or land interests to add to Perry’s Victory and International Peace Memorial.
