Creates a Canaveral National Seashore Advisory Commission to give advice to the Secretary about planning, developing, and running the seashore. The commission must end ten years after the seashore is set up unless Congress extends it. It has six members who serve two-year terms. The Secretary appoints them and picks one as Chair. Members are: one from each county where the seashore is located (chosen from county commission recommendations), two chosen from the Governor of Florida’s recommendations, and two members from the public (one from each county). After the Chair is named, the commission can meet when the Chair or Secretary calls a meeting or when a majority asks for one. Open seats must be filled the same way they were first appointed. Members do not get pay, but the Secretary may pay reasonable expenses if the Chair signs the receipts.
