Funds are allowed as needed to carry out these laws, but no more than $7,941,000 can be used to buy land or land interests. The Secretary must try to quickly buy privately owned land inside the seashore to avoid higher costs. Until all land is bought, the Secretary must send a written report every June 30 to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources. The report must say how much land was bought this year and the cost, how much still needs to be bought, and what land and cost are planned for next year. An extra $2,600,000 is also authorized to be appropriated for building essential public facilities, in addition to earlier funding.
