The Secretary, through the Chief of the Forest Service, must run the Recreation Area under this part of the law and the rules for the National Forest System. Land inside the Recreation Area is treated like land acquired under the Weeks Act of March 1, 1911. To make switching law enforcement duties cost-effective, the enforcement powers listed in section 831c–3 are given to Forest Service special agents and officers, and the powers listed in sections 551, 559, and the National Forest System Drug Control Act are given to Tennessee Valley Authority law-enforcement agents inside the Recreation Area for 1 year starting October 21, 1998.
