You can file a lawsuit to enforce these rules under chapter 7 of Title 5. A court will review the case using the agency’s record and the review standards in section 706 of Title 5. You may sue the Pueblo to ask a court to declare rights or order action or stopping action, but you cannot get money, costs, or lawyer fees from the Pueblo. Any such case, or any challenge to the constitutionality of the rules, must be filed only in the U.S. District Court for the District of New Mexico.
