Participating county: an eligible county that chooses under section 7112(d) to spend some of the federal money it gets under section 7112 according to these rules. Project funds: the money a county sets aside under section 7112(d) to spend under these rules. Resource advisory committee: an advisory group either created by the Secretary under section 7125 or judged by the Secretary to meet the rules in section 7125. Resource management plan: either a BLM land-use plan for the federal lands listed in section 7102(7)(B) made under section 1712 of title 43, or a Forest Service land and resource plan made under section 1604.
