A resource advisory committee must send the Secretary enough project proposals by September 30 of each fiscal year (or by a later date the Secretary sets) so that, if approved, the projects would use at least the full amount of project funds the county set aside in the previous fiscal year. Unless section 7128 says otherwise, any county funds from the previous year that were not committed because the committee missed the deadline or because the Secretary rejected projects must be available for projects the next fiscal year. If a court blocks an approved project, the Secretary must return the unused project funds to the county that reserved them. The county can spend those returned funds the same way listed in subparagraphs (B)(i), (B)(ii), or (C)(i) of section 7112(d)(1).
