Congress says the Nation’s fish, shellfish, and wildlife are important to the economy, the food supply, people’s health, and outdoor recreation. These living resources can grow if they are managed well, but they can be ruined if ignored or used carelessly. They give jobs, help keep sailors trained and ships ready, and help millions stay fit through fishing and hunting. Congress also says the fishing industry can only thrive if key needs are met in ways that serve the public and follow the Constitution. Those needs include freedom to develop new areas, methods, products, and markets; protection for domestic producers and the opportunity to fish on the high seas under international law; and assistance like market information, promotion, research for better technology and conservation, and resource management to keep production sustainable. The law exists to develop these resources responsibly while protecting people’s right to fish for pleasure and increasing public chances for recreation and a strong fishing and fish-processing industry.
