The Librarian of Congress must set rules for keeping the Library’s collections and property safe and for keeping order and good behavior inside the Library. The Librarian and the Chief of the Capitol Police must work together to run security at the Library buildings and grounds listed in law. The Librarian will design security systems and run security at Library sites outside Washington, D.C., but the Chief of the Capitol Police must review and approve those designs and off‑site operations. By October 1, 2008, the Chief of the Capitol Police, working with the Librarian, must send an initial plan for how to do this to the Committee on House Administration, the Senate Committee on Rules and Administration, and the Appropriations Committees of both the House and Senate. The law also refers to sections 141, 141a, 1964, and 1965.
