Creates a Treasury revolving fund to hold fees and other payments for copying and delivery services the Librarian of Congress provides for the National Audiovisual Conservation Center created by the Act approved December 15, 1997 (Public Law 105–144). The Librarian may charge fees and must deposit them into the fund. The fund also includes other receipts, transferred unspent balances, and an amount equal to the value of related assets (supplies, inventories, equipment, gift funds, and similar items) minus related liabilities, plus any appropriations. Money in the fund is available to the Librarian as specified by appropriation Acts and has no fiscal year limit. Librarian — the Librarian of Congress.
