Title 2 › Chapter CHAPTER 5— - LIBRARY OF CONGRESS › § 182c
Creates a revolving fund in the Treasury to pay for two Library of Congress programs: the FEDLINK program and the Federal Research program. Each program gets its own account. The Librarian may charge fees for services and must put those fees into the right account. Participants may have to pay in advance if fund money is low or if they agree. Each account includes fees, other program receipts, transferred unspent balances and net assets, and any appropriated money. The Librarian must move existing unspent balances and the net value of assets minus liabilities into the proper account. Money in the accounts can be used as the appropriations Acts allow and does not expire at year end. FEDLINK: the Library buys commercial information and library services and provides related accounting, training, and support for federal libraries, information centers, other federal entities, tribal governments, and the District of Columbia. Federal Research: the Library provides research reports, translations, and analytical studies for federal entities and the District of Columbia (not including the Congressional Research Service).
