Provides federal help to historically Black colleges and universities so they can pay for campus repairs, upgrades, and low-cost financing. Congress says promoting equal access to higher education for low‑income and African American students is a key federal goal. HBCUs have a long, important history of educating African American youth. Many HBCU campuses have fallen into disrepair and need major improvements. Because they often have small enrollments and small endowments, these schools usually cannot get regular bank loans or bond financing. Low‑cost federal capital will help them keep and grow their educational programs.
