Eligible colleges and institutions must send an application to the Secretary to get help under this program. The application must be in the form and at the time the Secretary requires and must show the need for the help. The Secretary can approve an application only if the application meets the requirements listed below, the institution is eligible under the part of the program it applied to, and the institution’s performance goals are strong enough to meet the program’s purposes and the performance objectives and indicators the Secretary set under the Government Performance and Results Act of 1993. The Secretary may offer a preliminary application for institutions applying under part A. The application must include a plan to improve academic quality and management (or explain how the plan will be developed for applicants under parts C, D, or E); rules to make sure Federal funds add to, and do not replace, funds required under sections 1057(b) or 1062; ways to evaluate activities; proper fiscal controls and accounting; reports and records, including at least one annual progress report; agreement to follow the limits in section 1068e (with paragraphs (2) and (3) of 1068e not applying for purposes of section 1059c); a clear description of the proposed project (components, timeline, priorities, and a detailed budget), plus details for any activity costing more than $25,000; and any other information the Secretary asks for. The Secretary must publish the program policies and procedures in the Federal Register and use the latest data on students receiving need-based aid under subchapter IV when making eligibility decisions under section 1058, advancing the base-year each year. The Secretary may also give or pay for technical help to prepare institutions to qualify for, apply for, and keep a grant.
