The Institute must award grants each fiscal year to historically Black colleges and universities, Hispanic-serving institutions, tribally controlled colleges or universities, and minority institutions. The grants are to help those schools strengthen programs in international affairs, international business, and foreign language study and teaching, and may include working with other colleges that get money under the same subchapter. A school must apply for a grant when, how, and with the information the Institute requires. The term "Hispanic-serving institution" has the meaning given in section 1101a of this title. The term "minority institution" has the meaning given in section 1067k of this title.
