State education agencies must send a report to the Secretary by March 15 every two years. The report must show how federal money was used in the state during the two previous fiscal years. It must cover programs run by the state and federal programs the state handled that gave grants or contracts to local school districts. The report must list all grants and contracts to local districts and other public or private schools and institutions, break the data down by district and by program, show the total funds available for each program each year, and be made easy for local agencies and the public to get. If a report is late or missing information, the Secretary has 30 days to try to get the details from the state. The Secretary must give the information to the National Center for Education Statistics and make it available to anyone for a reasonable cost. The Secretary will talk with the House Speaker and Minority Leader and the Senate Majority and Minority Leaders about putting the data on a network that members of Congress and others can access. By August 15 in report years, the Secretary must send a summary to the House Committee on Education and Labor and the Senate Committee on Labor and Human Resources. That summary must include an analysis of the reports’ content and quality, compiled statistics, and information on direct federal grants and contracts to local educational agencies.
