Makes grants and contracts from reserved funds to Indian Tribes, Tribal organizations, and Alaska Native entities so they can run career and technical education (CTE) programs. Grants cannot be given directly to secondary school programs in Bureau-funded schools, but grantees may use the money to help those schools run CTE programs. If enough money is available, the Bureau of Indian Education (BIE) must spend an amount equal to these funds and must spend at least as much each year as it did the year before on CTE programs it runs or contracts for, without taking money from accounts that support other Indian education programs. The Secretary and the BIE Director must make a joint plan for spending and evaluating the programs; once the plan is done, the Secretary will run the program with BIE’s help. The Secretary must consult tribes and use negotiated rulemaking if making rules. Eligible groups may apply alone or in a consortium. Funds can pay for CTE courses, preparatory or remedial help, and reasonable student stipends for those with severe economic need who cannot get work-study help. Applicants must promise to follow the rules. The Secretary cannot add limits beyond those that apply to State allotments. Priority is given to programs tied to Tribal economic development and to tribally controlled colleges that are accredited or seeking accreditation or that offer accredited CTE programs and certificates. Recipients may combine these funds with related program funds under the Indian Employment and Training Demonstration Act. The Secretary must also award grants or contracts to community groups that mainly serve Native Hawaiians to run similar programs for Native Hawaiians. Alaska Native — as defined in 43 U.S.C. 1602. Bureau-funded school — meaning given in 25 U.S.C. 2021. Native Hawaiian — someone whose ancestors were natives of Hawaii before 1778. Native Hawaiian organization — meaning given in 20 U.S.C. 7517.
