Local schools, colleges, and other eligible recipients that get this money must use it to create, run, or improve career and technical education (CTE) programs so they meet the needs found in their local needs assessment. The money must support CTE programs that are big enough, focused, and good quality. That includes helping students explore careers (even in middle school), giving up-to-date job and labor market information, helping students make graduation and career plans, and giving strong hands-on experience in industries. It also covers training for teachers and staff, teaching skills for high-skill or in-demand jobs, mixing academic skills into CTE, building partnerships with businesses and community groups, buying appropriate equipment and materials, offering work-based learning and industry certifications, supporting distance or competency-based learning, helping adults and out-of-school youth, supporting student organizations and competitions, making materials widely available, reducing costs for students with special needs, and other activities that improve CTE. Programs must include evaluations to meet the local needs assessment and local reporting requirements. An eligible recipient may pool some of its funds with funds from other eligible recipients to support programs of study and staff training. No more than 5 percent of the funds may be used for administration.
