States that get money must set aside at least 95% to give to local school districts. They may keep up to 1% for running the program and telling the public how the money is used. The rest of the money must be used by the State for activities that help local schools meet the goals of the program. The State may use that remaining money to check on and help local districts, to remove State rules that get in the way of teamwork with other programs, or to help schools offer well-rounded education (things like STEM and computer science, arts, languages, college-level or accelerated courses and exams, history and civics, environmental education, and similar subjects). The State can also fund safe, healthy, and drug-free school efforts (including mental health training, counseling, and violence-prevention work). It can support technology and digital learning (fixing tech access, helping teachers use tech, expanding online and rural learning, and sharing good practices or open educational materials). For fiscal year 2017, a State may use its remaining funds to pay some or all accelerated exam fees for low-income students who took them in 2016–2017.
