Defines key words used in the chapter. "International student" means a person who is not a U.S. citizen or national and does not have lawful permanent resident status in the United States; who has not shown INS paperwork saying they are in the U.S. for more than a temporary stay with plans to become a citizen or permanent resident; and who is not a lawful permanent resident of American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Puerto Rico, or the Virgin Islands. "Construction" covers building new facilities, buying initial equipment, and expanding or renovating buildings and their equipment, including architect services, but not off-site work. "Institution of higher education" means a public or nonprofit college or university in a State that admits students with high school diplomas (or the equivalent), is legally allowed to offer education beyond high school, grants bachelor’s degrees, includes graduate or professional schools, and is accredited by a nationally recognized agency (the Secretary will list those agencies). "Secretary" means the Secretary of Education. "State" means the several States, the District of Columbia, Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Commonwealth of the Northern Mariana Islands. "NTID" means the National Technical Institute for the Deaf. "University" means Gallaudet University.
