State agencies must spend these funds only on programs and projects that follow the State plan under section 6434(a) and that help participants gain the skills to finish high school, get career or technical training, continue education, or find work. Programs may include buying equipment, pay-for-success projects, or services for youth who have been in both child welfare and juvenile justice. They must focus on students the agency says are failing or most at risk (except for institution-wide projects under section 6436), add to and improve the agency’s educational services, and give those students a chance to meet State academic standards. Programs must be run in line with section 6321 and part F (as applied to these programs). If a program adds extra instructional hours beyond what State and local sources provide, it is treated as supplemental (not replacing) under section 6321, no matter which subjects are taught.
