Local school districts that get a subgrant must use the money to build, run, and check broad programs and activities that help teachers, school leaders, and students. They can hire a company or nonprofit to do the work, or work with a college or a tribal organization. The programs must fit the law’s purpose and must help all students, including children with disabilities, English learners, and gifted students. Allowed activities include making fair teacher and principal evaluation and support systems that use student learning data and several ways to measure performance; recruiting, hiring, and keeping effective teachers in high-need schools (for example, with better screening, earlier hiring, pay incentives, career paths, mentoring, and training for evaluators); bringing in qualified people from other careers or the military; lowering class size when research supports it; and giving high-quality, evidence-based professional learning for teachers and leaders about teaching, using technology, protecting student privacy, working with families, and improving early-grade instruction and transitions for children through age 8. Funds may also pay for better teaching for students with disabilities and English learners, help with classroom and formative assessments, training on trauma and mental health referrals and school mental health partnerships, finding and teaching gifted students, supporting school libraries, training to prevent and spot child sexual abuse, STEM and computer science teacher development, ways to improve school working conditions, help linking academic and career training, and other evidence-based activities the district chooses.
