The State must use money it set aside under section 6611(c)(1) to give yearly subgrants to eligible local school districts. The State agency will split the money so 20% is shared based on each district’s share of children ages 5–17, and 80% is shared based on each district’s share of children ages 5–17 from low‑income families. The Secretary’s most recent good data will be used to count those children. Rural districts with locale codes 41, 42, or 43 may choose to pool their funds, and they can work with an educational service agency to do that. To get a grant, a district must apply to the State with a plan. The plan must say what activities the district will do and how they match State academic standards. It must describe teacher and leader professional growth, say how funds will be prioritized for schools needing improvement (under section 6311(d)) that have the highest share of children counted under section 6333(c), and explain how data and ongoing consultation will be used to improve work. The district must promise to follow section 7881 about private school participation and to coordinate professional development with other programs. While making the plan, the district must meaningfully consult teachers, principals, paraprofessionals and their groups, specialized staff, charter leaders (if any), parents, community partners, and other experts for advice and coordination. That consultation must not delay submitting the application.
