State education agencies that get grants must use the reports they receive and send a report every two years to the Secretary. The report must describe the programs and actions they run for English learners and say how well those efforts improved English learners’ education. Every two years the Secretary must send a report to the House Committee on Education and the Workforce and the Senate Committee on Health, Education, Labor, and Pensions. That report must cover several items: program types and how well they improve academic achievement and English skills; a summary of state data; the technical help states provided; how many certified or licensed teachers currently teach English learners and how many will be needed in the next 5 fiscal years; the latest evaluation findings under section 7981; programs ended for failing to meet goals; numbers of students exited from language programs; and other related evaluation information.
