The Education Secretary must use funds from section 6821(c)(1)(C) to give competitive grants for up to 5 years to colleges or to public or private groups that have the right experience and that work together with state or local school districts. The grants must support professional development that improves teaching for English learners and helps school staff meet high professional standards and any needed teacher certification or licensure. Grants can pay for teacher training before or during teaching; making or adapting curriculum and teaching methods; ways to boost family and community involvement; sharing proven practices (including technology); help with tuition and related costs tied to degree or certification when used with other federal student aid; and support to help English learners get ready for and move from programs like Head Start or state preschool into elementary school.
