School districts that get these grants must use the money only for services that match their approved plan for American Indian students, meet those students’ language and cultural needs, and add to the regular school program. The grant can pay for a range of activities, such as Native language programs (including restoration taught by traditional leaders), cultural programs, early childhood and family readiness, academic enrichment tied to State standards, combined family and community services with parent involvement, career-prep (including programs under the Carl D. Perkins Act, mentoring, and apprenticeships), prevention of violence/suicide/substance abuse, buying essential equipment, culturally responsive teaching, family literacy, work with tribal elders, dropout prevention, and help for at-risk Indian youth in correctional facilities and their return to school. A district may use the funds for a schoolwide program under section 6314 only if the local committee created under section 7424(c)(4) approves, the program fits the grant’s purpose in section 7421, and the district explains in its application how Indian students will get benefits they would not otherwise get. No more than 5 percent of the grant may be used for administrative costs. Grant money cannot pay for long-distance travel for training that is available locally or regionally.
