State library administrative agencies must spend at least 96 percent of the money they get under section 9123, either directly or by subgrants or cooperative agreements, on certain priorities. These priorities cover 8 main areas, including expanding services and access to information in many formats for people of all ages (supporting education, lifelong learning, job skills, business and economic development, health information, critical thinking, and digital and financial literacy); building electronic links and better coordination among libraries and related groups; training and recruiting library staff (including people from diverse backgrounds); making public‑private partnerships; and targeting services to diverse, disabled, low‑literacy, and underserved urban and rural communities, including children from birth through age 17 in families below the poverty line as set by the Office of Management and Budget and updated each year under section 9902(2) of title 42. Agencies may divide the funds among these priorities as needed for their State.
