The government may use up to $3,000,000 each year, as allowed under section 2349aa–4(b), to buy explosives-detection gear and other counterterrorism technology. It can also spend that money on joint research and development on these technologies with NATO and certain non-NATO partners through the State Department’s Technical Support Working Group. "Major non-NATO allies" means the countries named under title 10, section 2350a(i)(3). Even if other laws would limit it (except for section 2371), the government may give up to $1,000,000 a year to a foreign country for counterterrorism help if the aid protects U.S. government property, protects U.S. citizens, or helps catch people who committed terrorism against them. The relevant committees of Congress must be told at least 15 days before the aid is provided.
