Lets the Commission make a corporate seal, write and change bylaws, and sue or be sued in its corporate name, but being sued is limited by Article VIII of the Panama Canal Treaty of 1977, section 3761, and other law. Salaries generally cannot be attached or garnished except as allowed by section 5520a of title 5, sections 659, 661, and 662 of title 42, or other specific federal law. The Commission does not pay interest on claims and judgments. It can enter into contracts, leases, and other agreements. The Commission can decide what obligations and expenses are needed and how to pay them under rules for government corporations, and it has priority in bankrupt estates. It can appoint U.S. citizens abroad to act as notaries for its employees and dependents; those appointments end three months after the Canal Transfer Date unless an earlier end is set. Notarial acts done by them are valid in the United States, and their signature with their office title is accepted as proof of authority. All these powers are subject to the Panama Canal Treaty of 1977, related agreements, and chapter 91 of title 31.
