§6039 Authorization of support for democratic and human rights groups and international observers

Title 22 › Chapter CHAPTER 69A— - CUBAN LIBERTY AND DEMOCRATIC SOLIDARITY (LIBERTAD) › Subchapter SUBCHAPTER I— - STRENGTHENING INTERNATIONAL SANCTIONS AGAINST THE CASTRO GOVERNMENT › § 6039

Summary

The President can give help to people and independent nongovernmental groups in Cuba to support democracy and human rights. Some other laws do not stop this, but certain required notifications still apply. The help can include printed and recorded materials about democracy and market economies, humanitarian aid for victims of political repression and their families, support for Cuban democratic and human-rights groups, and backing for visits or placement of independent international human-rights observers in Cuba. The President must work to get the Organization of American States to create a special emergency fund for observers and election support in Cuba. The President should tell the U.S. representative to the Organization to urge other members to call on Cuba to allow immediate independent observers and on-site visits by the Inter-American Commission on Human Rights. The United States should give at least $5,000,000 in voluntary contributions to that fund. The President must make sure none of the money goes to the Cuban government.
