Money given under sections 117a–117c must not be used to pay old contracts unless the tribe’s governing body agrees. Those distributions must follow section 7 of the Act of October 19, 1973 (87 Stat. 466) [25 U.S.C. 1407]. The rules in sections 117a–117c do not change the requirements of the Act of October 19, 1973 (87 Stat. 466) [25 U.S.C. 1401 et seq.] or any plan approved under it. A tribe may make per-person payments under section 117a only if all the 1973 Act rules are met, including protecting minors and people who cannot manage money. Except for the rule about old contracts (subsection (a)), these sections do not apply to the Shoshone and the Arapahoe Tribe of the Wind River Reservation, Wyoming.
