The Secretary must make rules and methods to check that urban Indian organizations follow the rules for grants and contracts under this subchapter. The Secretary must also do a yearly in-person review of every urban Indian organization that has a contract or grant under section 1653 to see if they met the requirements and did the work well. If the reviews find problems, the Secretary must try to fix them with the organization and change the contract or grant to stop the problems before renewing. If the problems cannot be fixed, the Secretary must not renew and may give the contract or grant under section 1653 to another urban Indian organization in the same urban center. When deciding renewals for an organization that finished work under section 1654, the Secretary must check the group’s records, look at reports sent under section 1657, and, for renewals under section 1653, consider the yearly onsite review results.
