The Secretary may give out competitive grants, contracts, and cooperative agreements to public or private nonprofit groups to run “projects of national significance” if money is available under section 3008(c) for that fiscal year. The Secretary can only award these funds if at least $49,000,000 has been made available under section 3008 to carry out sections 3003, 3004, and 3005. Groups that want a grant must apply to the Secretary and describe their proposed project. The Secretary may favor one or more types of projects when choosing winners. A project of national significance must make assistive technology easier to get and use and help people with disabilities fully take part in school, work, community life, and recreation. Such projects may build Medicaid partnerships to reuse equipment; work with Money Follows the Person States; team up with area agencies on aging; help youth move from school to adult life and update devices as they grow; serve aging people and caregivers; include assistive tech in early intervention for infants and toddlers; and raise awareness of financial help and other federal programs that support assistive technology.
