Summary

Eligible providers must spend at least 95% of their funds on adult education and literacy work. No more than 5% can be used for planning, administration, professional development, and the other specific activities listed in two parts of section 3322. If the 95/5 split does not leave enough money for needed noninstructional costs, the provider must negotiate with the eligible agency to agree on a suitable amount.
